Ensure fail-safety for all referee system dependencies #111

We need to be able to function properly if the referee system is disconnected (or we lose communication).

In particular, in the event that we lose connection, we need:

Safe power limiting defaults, so that we don't take damage
No chance of crashing or faults in the code
Seamless transitions when the ref system is connected and disconnected
