Perhaps hardcoding the current quarter is not a good idea?

Will update the backend API and make other necessary changes to fully support multiple quarter feature.

We now have 2 config files concerning quarter for backend and scraper.

This makes sense since

Backend does not need to know what quarters to scrape.
Scraper does not need to know which quarter is the default answer for queries.
