What parts of RFC5545 does 'when' ignore when instructed ? What are the bonus features of 'when' ?

a. RFC5545_COMPLIANT = When::IGNORE;
May I know what is ignored ?

ans. Is it 'the starting date should be the first recurring date.' ? Only that ?

b. What are the 'bonus' capabilities of 'when' ?

Hoping to get a better understanding of 'when'.
