This is to enable hosting WebSocket applications in IIS.

First cut of HTTP upgrade support, untested, 488a3b7

This requires VS 2012, Win8 SDK, and Windows 8 or Windows Server 2012 to build. HTTP upgrade only works on IIS 8.
