Kebechet update issue template not available for all repositories that use it #1047

We should have a kebechet update issue template in all repositories that use kebechet to manage its dependencies for visibility sake. An example would be that the thoth-station/s2i-generic-data-science-notebook repo does not have access to this issue template.

The request here is that Kebechet will submit PRs to the repos it is configured on, to make sure that the relevant templates exist and are up to date
