and it works! As it turns out, @swc/core on Windows depends on VC++ redistributable to function. This error won't show up on most machines, since eventually VC++ would be installed for one reason or another. On a brand new Windows 10 install, we weren't so lucky.
Sharing this in case people search for similar swc errors in the future.

Just spent a night trying to get an existing repo working on a brand-new Windows install.
Every time a dependency touches swc/core it throws a random error:
cwd
Eventually I come across this comment posted by @rasmusrim in #1351 (comment)_
