Is this library unmaintained?

It seems that although there was an update to a couple of files two months ago, Almost nothing has happened with this code base for 3 years, and there are a lot of issues and pull requests which just look to be being ignored.

From what I can gather the 'official' version of this code is maintained by Osmocom on their own git servers, with the following github project as a mirror:

https://github.com/osmocom/rtl-sdr

So although Steve appears to have been the main contriobuter of code to the official branch, I am not sure of the relationship between the two branches... but its worth noting that at least one pull request has been accepted on this branch whereas pull requests to the osmocom github page are directed to their mailing lists.
