With the latest Docker for Windows, you have to give up Virtualbox to run it. There is a newer version of Docker Toolbox for Windows that doesn't have the same issue.
It turns out the latest docker toolbox has the exact same problem, you just don't realize it until you reboot your computer and then are greeted with the exact same dialog about Docker requiring Hyper-V to run...
According to the page above, it looks like there is a work around if you are willing to disable/enable several things when switching between using Docker and using Virtualbox and thus both cannot be active at the same time.
For now, for me, this is enough to look at learning about docker by downloading a virtualbox vm and playing, but won't be useful for my day to day use.
