Separate Permission for Export and Import of Formfields

currently the @@export-form-folder and @@import-form-folder views and the corresponding document actions require the permission cmf.ManagePortal

we've got the usecase where it makes sense to let certain editors export and import form-fields (eg when creating a translation of a complex form or when they need the same form on different plone portals)

i'd suggest to add another permission PloneFormGen: Export/Import Form content(export/import formfolder would be misleading since it only ex- and imports the content of the form-folder and leaves the settings on the formfolder itself as is.

any objections / comments on this?

That should be fine. The new permission should probably be granted to the Site Administrator role by default in addition to Manager.
