Core-release pipeline

Changes:

• Dependency bumps ore-release pipeline
• Also declares r-tiledbsoma 1.4.0 (apis/r/DESCRIPTION) in support of r-tiledbsoma upcoming GA

Notes for Reviewer:

This PR will not pass CI until artifacts from all dependent packages have been created.

IIUC this fails b/c our last remaining missing artifact is there is no tiledb-r 0.20.2 artifact from CRAN as CRAN is currently on a two-week hiatus
