update for using goes18 data (ufs-community#471)

* GOES-18 has been opertaion since Jan 4, 2023.
Update scripts for GVF to use both v2r3 and v3r0 NPP GVF observations.
Add 272 in convinfo for monitoring 272 AMV winds.
