The new FossilDB version upgrades the underlying RocksDB dependency.
Big benefit: no more illegal access violations, blocking JDK upgrade
Risk: after a database has been used by that new version, it can no longer be opened by older versions.
To mitigate: Special Production Backup

@normanrz with #7420 blocked, we could tackle this one first. IIRC you wanted to run a fossildb data backup before the upgrade in production? What steps are needed for this, should we schedule it?
