As part of the chatbot API requests (callback token validation + sending WhatsApp messages via Meta's API), a "secrets_manager" helper is needed, so that it can fetch a Secret with the necessary WhatsApp/Meta tokens, and the corresponding URLs can be invoked with the right authN/authZ.
