delete_source_branch_on_merge does not work on Azure devops #1555

I used to run a cloned version of Atlantis with PR #1357 from @tapaszto applied. It would delete the source branch on merge on Azure devops.

Since this PR is now merged to master, I removed the PR from my clone, but now it does not delete the branch.
