turn_on / turn_off for dry contact devices toggle state

What happened? What did you expect to happen?

For dry contact devices (appear in switch domain) sending a turn_on or turn_off command from home assistant toggles the device, not sets it to the commanded state

How to reproduce it (step by step)

1. have a dry contact switch
2. Send a turn_on or turn_off,
3. device toggles, not turns to those states

Do you have this set up as a 1 or 2 button device? If it is a 1 button then the device will only ever recognize a toggle.
