Add rosdep keys for Ignition Edifice

Ignition Edifice will be the official Ignition version in ROS Galactic, so we need to import the packages into https://packages.ros.org and add rosdep keys for them.

Right now the only Ignition keys available are for Ignition Citadel, added in #24934, and are meant to be used with Noetic and Foxy.

Before adding keys for Edifice, we need to import the packages like we did for Citadel, see: ros-infrastructure/reprepro-updater#75.

An important thing to keep in mind is the addition of a new package in Edifice: Ignition Utils.
