Feature Request: Cloud Provider (aka Cluster Driver) for Rancher to deploy k3k clusters from a configured host cluster.

Summary: I think it would be very valuable to to create a cloud provider for Rancher that can make use of a k3k CRD on either a Rancher managed cluster or other externally configured cluster.

Pros:

• Nested resource constraints for tenant clusters (good for dev teams)
• Lower overhead for tenant clusters in general
• Lower barrier to entry (hardware) for multi-tenant Rancher managed resources

Cons:

• Limited confirmed comparability with complex resources
• Effort may outweigh benefit until v1
• Limited network and storage providers
• limited hardware pass-through for accelerators
