(Update) Make poa-test-setup work with RewardByBlock contract #55

Problem: For now, poa-test-setup uses the latest version of consensus smart contracts but it still doesn't use RewardByBlock contract to get block reward and to top up EmissionFunds contract every block according to poanetwork/RFC#14.

Solution: Add a step for making hard fork after npm run deploy-secondary-contracts to add RewardByBlock's address to spec.json.

This issue should be fixed after #70 is fixed.
