ADMIN FLUSH [SESSION | INSTANCE] PLAN_CACHE is stated in https://docs.pingcap.com/tidb/dev/sql-prepared-plan-cache#clear-execution-plan-cache but not mentioned in https://docs.pingcap.com/tidb/dev/sql-statement-admin
