Navbar order not functional

I noticed an issue with Forms when putting them in the More dropdown. they will always set themselves as Navbar Order [#10], even if you change it to something else, as soon as you save the changes it jumps back to [#10].

So being able to change to Navbar order in the More dropdown would be nice :)

Its under StaffCP > Configuration > Navigation
