I recently ran into this because I had enabled branch protection on my upptime repo (as per company policy) and forgot to create an exception for the user associated with the GH_PAT. When any of the actions that needed to push to master ran, they would give output like
remote: error: GH006: Protected branch update failed for refs/heads/master.
remote: error: Changes must be made through a pull request.
To https://github.com/IronCoreLabs/upptime
! [remote rejected] master -> master (protected branch hook declined)
error: failed to push some refs to 'https://github.com/IronCoreLabs/upptime'
but due to try/catch in the Action code, the workflow would exit cleanly and report success. This made it difficult for me to know that my uptime statistics were not being updated. Additionally, when an incident occurred, a pull request was opened but the site's status failed to be updated (due to the force pushing issue), so the incident was not closed once the outage was over.
