REST API limit Issue With PAT

GitHub provides a way to boost your API request limit to a whopping 5000 requests per hour when you use your Personal Access Token (PAT).
But when I try to download my student pull request comment who puts on assignment, it show me the error of API Limit. I try to access using my PAT.

I am able to perform 60 request per hour. I have large amount of repo, then it takes long time to download.
Please guide me.
