Should Github show a message on issue submission pages that the repo has not had activity in a long time? #130119

I've seen many repos that haven't been updated in 1-5 years but has received many issues even recently regardless. I've even done that myself without realizing and until I've had comments pointing it out. It's clear that lost of users don't look at the date of the last commit before submitting them, and I think Github should show a banner on the issues and new issue page stating that a repo has not had any new commits, releases, and any other notable activity in over a year?
