Description of the change: Add scorecard subcommand

Motivation for the change: We need a generic way to test operators for correctness. We would also like to have a universal way to test all operators, regardless of type (go, ansible, helm), which the scorecard subcommand will allow us to do in the future. This is an early version that contains the initial framework and a couple of basic tests.

Just had a quick look and some nits, will get back to this when WIP is removed. :) I do have a general question, we don't seem to explain to the user what the score means. We tell the overall max points, but not what they could do to improve the score or why it failed. Would that be something that will happen in the future PRs? Maybe that is just for docs and doesn't belong in the result itself, but still would be useful.

I think this is ready to be reviewed. I left quite a few TODO comments in the scorecard code, but I think those should be addressed in future PRs to prevent this PR from becoming even bigger than it already is.

- It was confirmed that the behavior of the operator deployed by the steps outlined in the Camel-K README reached a running state in a Kubernetes 1.11.0 cluster with OLM installed, and that the operator watched the creation of the cr.example.yaml CR provided in the deploy directory. It was then confirmed that the operator deployed with the CSV matched this behavior in the same environment.

- The CSV had to be verified against the [scorecard functionality recently introduced](operator-framework/operator-sdk#758) to the [Operator-sdk](https://github.com/operator-framework/operator-sdk), to ensure that it conforms to the format expected by the OLM. However, the sdk currently does not support scoring operators that have multiple CRDs. A [feature request](operator-framework/operator-sdk#984) has been made against the operator-sdk repository to allow testing operators that have multiple CRDs. The CSV in this pull request has been manually verified instead. All future changes to the CSV should be tested against the scorecard, when the feature becomes available.

OLM integration can be improved by future code changes to the Operator:
- Addressing the operator-sdk scorecard tests that might fail, once the Operator can be scored with the scorecard.
