Update pre-commit config to pin ruff dependency for nbqa-ruff

Summary

• pin ruff==0.4.10 to nbqa-ruff pre-commit config to omit issue caused by ruff cli removal on 0.5.0 release
• remove linters requirements since it's not used directly
