Vector Tiles + MapLibre + react-map-gl

Saw Vector Tiles mentioned in #327 (raster tiles are a blocker), and want to endorse a move away from Leaflet to Mapbox GL / MapLibre. Vector Tiles are high on the trimet.org wishlist--would love to see OTP-UI gain from the many benefits of a modern vector tile map library (e.g., performance, map rotation, 3d projection, basemap + overlay styling -- think basemap labels sitting above transitive route lines, etc...).
