Add btcli command structure for "btcli r weights"

The documentation describes "boost" but not the base "weights" command; please add the elements of a "btcli r weights" (how to specify multiple subnets, how to specify weights, and potential errors, such as what happens if your numbers don't add up to 1, if that matters). Thank you! : )
