Enterprise settings panels don't work with back and forward browser's buttons

Description

Similar to #4971 you can navigate through panels on the enterprise edit settings page but the browser's navigation buttons "back" and "forward" don't work.

Expected Behavior

You must be able to navigate through the panels via the browser's back and forward buttons.

Actual Behaviour

Browser's back and forward buttons only update URL path but do not update content

Steps to Reproduce

1. As an admin, go to an enterprise edit settings page (admin/enterprises/[ENTERPRISE-SLUG]/edit#/primary_details).
2. Navigate with the left panel, and see content on the right is changing
3. Using the browser's back and forward buttons only change the url path, not the content (the form itself).

Workaround

Simply navigate with the left panel (menu)

Severity

bug-s4: it's annoying, but you can use it
