Add license and copywrite notices

The release artifacts should contain dependencies' license and copywrite notices.

This looks like the way suggested by CNCF legals: https://infra.apache.org/licensing-howto.html (open-telemetry/community#1280 (comment))

In OTel .NET AutoInstrumentation we are bundling the notices in the LICENCE file: https://github.com/open-telemetry/opentelemetry-dotnet-instrumentation/blob/main/LICENSE, which is added to the release artifacts (archives).
