Run some health check on bastion before kickstarting OCP install

Many environment issues like disk and network IO latency, network bandwidth etc can impact a successful OCP deployment.
We can think about adding a pluggable env checker which can be run on bastion as a pre-req before OCP install. This is assuming bastion is on the same environment being used to deploy the OCP cluster and will exhibit similar latency and throughput issues as other RHCOS VMS
