Fix an deprecation warning and likely 5.0 compatibility issue

License and better config

Forgot to Declare a License in the previous version. Also realized that breaking out the port specification would only cause problems later and is inconsistent with the standard zkCli.sh parameters anyway.

Initial working version

Uploads and downloads Solr configurations to and from zookeeper. Uses Solr's ZkCli class under the covers, so behavior is similar to command line use of solr's zkCli.sh
