When converting style files the resulting xml loses non-latin characters.

Qgis 3.18.3
SLYR 4.0.6

OS: Windows 10 version 21H2 (English)
Regional settings: Latvian
System Locale: Latvian ("Beta: Use Unicode UTF-8 for worldwide language support" - disabled)
