in the last travis job, make lint-md-build hung until travis timed out (10 minutes)

It has to install the markdown linting tools from npm so it could have been a simple network issue.

This hasn't been reported for a few months, only occurred once, and seems to have a plausible explanation that is beyond our control. I'm going to close it, but feel free to re-open if you think that's the wrong move here...

We also made lint-md-build a no-op via #20109.
