Preparation for pre-release building in the app store

  • Double check difference to the current server release build
  • Make sure .nextcloudignore is skipped in the server release
  • App store release for 28
    • Backport this PR
    • Bump version to a pre-release version number
    • Bump version to a new one afterwards for the next server release
