[Bug]: Click outside dropdown still create public share

Bug description

Clicking outside create public share dropdown/tooltip should simply close it and not proceed to create the share

Steps to reproduce

1. Create on "+" to create public share, in sharing flow side bar (Enforced password should be on, to enable tooltip)
2. Click outside

Expected behavior

Should abort share creation process
