Create mechanism for redacting log entries

Summary

This merge request allows for log entries to be redacted before sending to New Relic

Set an environment variable REDACT_CONFIG with a list of key value pairs where find contains some regex to redact and replace contains what it ought to be replaced with.

An example for redacting API tokens is below

REDACT_CONFIG: '[{"find": "api_token=[^\\s&]*", "replace": "api_token=REDACTED"}]'
