Fix #490, Update Contributing.md CLA links

Elevate CLA section to 3rd-level header and add new sub sections for
separate Framework and Apps CLAs.

Update hyperlinks to be relative instead of absolute.

Reorganize, fix, and add links in issue tracker link list

Reword pull request section

Move commit standard to "Write high-quality code section"
