Fix #210 - Apply standard formating

Testing performed
Whitespace changes only, build confirmed

Expected behavior changes
None

  • Hardware: cFS Dev Server
  • OS: Ubuntu 18.04
  • Versions: Bundle main + this commit

Additional context
Note - did refactor a couple comments which looked ugly after autoformat, trivial to redo in a way that looks good (to me) and works with the autoformatting

This will pass the format check implemented in #245
