This PDF's bookmarks are off-by-one in PDF.JS... #3213

...and only PDF.JS. Okular and Adobe Reader handle the bookmarks just fine.

PDF (download+rename to ".pdf"): bookmark-offbyone.pdf

All of the bookmarks go to one page after where they should go (bookmark 1 goes to page 2 and not page 1, etc.)

Should be fixed if/once #3193 lands.
