Add friendlier message when CVE data is not available

Describe the bug
When scanning a new Kali Linux system cnspec gives the user an RPC error instead of a friendly message that not package data is available:

✓ Pass:  A 100  Ensure no duplicate GIDs exist
✓ Pass:  A 100  Ensure root group is empty

error: Could not load the vulnerability report: rpc error: code = InvalidArgument desc = package analysis is not supported for the provided platform
