  • zero out baroclinic accelerations on the boundary.
  • set barotropic accelerations on the boundary to reflect what Flather is doing.

@MJHarrison-GFDL, care to rerun your script? I think it helps CCS as well.

Setting accelerations to zero on OBC segments.

+Changing barotropic OBC timestep.

Setting barotropic accelerations to be consistent with change
from Flather boundary conditions since they are used to update
the baroclinic velocities.

Changes answers for problems with OBCs.

Also fixed a bug in the Kelvin wave OBC.
