The UI is very verbose. The groups for specialization & expertise are nice in that they prevent multiple skills in having the same level but they also take a lot of space. Maybe a dropdown for specialization might be better and a button to promote the current specialization to an expertise.
The expertise would need to be removable, though, probably without any special logic - that would be out-of-scope for the sheet. Maybe it could replace any additional specialization with the removed expertise?
