Release Process

- Make sure all the hotfix for previous release has been merged into master.
- Determine the version number of the new release (Ref: OpenPAI version number).
- Determine a commit to release.
- Finish the test process (Ref: Test process).
- Add release note, with description of all new features.
- create release branch.
- create a new release in repository.
