Add workflow to sync PSRule schemas

I think it would be a good idea to create a github actions workflow to sync PSRule schema with this repo.

Would prevent the need for us to manually update these files and keep the schemas consistent between repos.

Would also need to decide if this action would run on a schedule, or trigger whenever the schema files are updated in PSRule. Either way it would create a PR with the updated files(if any).
