The main bit of this is the first and last commits, which redefines the unstable room version from MSC3820 to be room version 11.

It also does a bunch of clean-up / refactoring (which I can move to a different PR if preferred):

  • Removes previous unstable room versions which are obsolete since the room versions are now stabilized.
  • Renames any room version flags which have been stabilized (to remove the mscXXXX_ prefixes). I think this is clearer that these aren't experimental flags.
  • Combines the several updates to the redaction rules in room version 11 to a single flag (I don't see any benefit to separate flags).

Where was this discussed as a thing needing to be done? I'm slightly hesitant to sneak such a change in a PR to stabilise the room versions, unless its something that has been discussed/is in the MSC/etc

See #15823, it points back to the text from the MSC. It was missed in the initial implementation of MSC2174.
