We almost get this for free on LL; just need to spec a threshold below which clients should politely not show joins/parts or even membership of given users in a room. Aka auditorium mode. (Do we really not have a bug for this already?)

@turt2live you mentioned in element-hq/element-web#5365 that "the API supports the feature". Can you give a pointer?
