This PR adds SPP capability for the GSL GWD scheme. Perturbations are reduced to 3/4 of their original amplitude in line with subject matter expert consultation. A 36-hr, 3-km CONUS simulation with GSL GWD SPP activated was tested on Hera and ran to completion. Comparisons of model fields with and without SPP for GSL GWD reveal reasonable differences.
