withFallBack is not adding value if not present

Hi, I don't know if can withFallBack supports the operation or there is another method to do it
Basically when we have 2 files A and B

A >> var=12
B >> var=24

then withFallBack will result as

var = 24 or var =12
depends on how you use it

what if A does not have property of B

A >> varA = 12
B >> varB =24

is there a possibility if we use

a_config.withFallBack(b_Config)

it results as

varA =12
varB = 24
