  • Fixes build failures seen in jupyter_server, since conftest.py was not included in the distribution.
  • Moves tests to top level and includes them in sdist but not wheel
  • Cleans up CI to use best practices used in jupyter_server
  • Removes upper version pin on jupyter_server
  • Add explicit Py3.10 support
