This issue is migrated from a Jupyter Notebook PR, jupyter/notebook#6213, as it is relevant for NbClassic, where the static files now live. The Bower website states Bower is maintained but migration to other tools is recommended; the last release of Bower was at least one year ago.

Previously opened #98 which could likely be updated to address this issue.
